You don't need 20% down: OHFA, USDA and down payment assistance in Oklahoma

You can buy a house in Oklahoma with a lot less than 20% down. Here's what OHFA, USDA, VA, FHA and two local programs ask for, from their own published rules.

Start here

Freddie Mac's weekly rate survey assumes a borrower putting 20% down. The programs below ask for a lot less. FHA starts at 3.5% and two conventional programs at 3%. VA usually asks for nothing down. Most of them make up for it with mortgage insurance or a fee.

OHFA GOLD and DREAM

The Oklahoma Housing Finance Agency's two main programs come with down payment assistance of 3.5% of the total loan amount. OHFA describes it as a 0% second mortgage with no monthly payment. OHFA's February 2026 lender training lists when it comes due, but we haven't checked those terms against OHFA's current loan documents. Ask your OHFA lender.Unverified

GOLD is for first-time buyers, meaning you haven't owned the home you lived in at any point in the 3 years before you apply, unless you buy in a targeted area. It counts the income of every adult in the household. DREAM has no first-time buyer rule and uses the lender's qualifying income. OHFA's hero rate takes 0.125% off the GOLD rate for some public jobs, and the eligibility check lists them.

GOLD loans can carry a federal recapture tax when you sell. It only applies when several things line up, including a sale within the first 9 years, and it can't be more than 50% of your gain.

Every GOLD and DREAM borrower has to watch OHFA's 3-minute video about the assistance being a second lien. On Freddie Mac HFA Advantage loans, homebuyer education is also required before closing when every borrower is a first-time buyer.

How OHFA's rate compares. On October 8, 2026, OHFA posted GOLD Government at 7.000% and DREAM Government at 8.250%. Freddie Mac's Primary Mortgage Market Survey® average that week was 7.40%. Don't line those up directly. Freddie Mac describes its survey borrower as having good to excellent credit and putting 20% down, and OHFA's rate comes with the assistance attached. OHFA says to always confirm its rates with OHFA.

USDA guaranteed loans

USDA says the home has to be in “an eligible rural area as defined by USDA” and your household income has to fit its guidelines (USDA eligibility site). In USDA's fiscal 2026 table, every Oklahoma area has the same limit: $122,800 for a household of 1 to 4 people and $162,100 for 5 to 8. USDA measures adjusted household income.

USDA's notice for fiscal 2026 set an upfront guarantee fee of 1.00% and an annual fee of 0.35% of the average scheduled unpaid balance. That fiscal year ended September 30, 2026. We haven't seen the notice for the new fiscal year, so confirm today's fees with a lender.Unverified after Sep 30, 2026

You'll hear that USDA loans need no down payment. We couldn't load USDA's program page to confirm that, so ask a USDA-approved lender.Unverified

Whether a given address is in an eligible area depends on USDA's map. We didn't pull the map, so we can't tell you which Oklahoma towns are in or out. Check the exact address on USDA's eligibility site.

VA loans

VA says its purchase loans need no down payment as long as the price isn't higher than the appraised value, and there's no PMI or MIP. You may pay a one-time funding fee instead. It can be added to the loan. Veterans who get VA disability compensation don't pay it.

FHA and 3% down conventional loans

HUD says an FHA down payment can be as low as 3.5% of the price. FHA loans carry an upfront premium of 1.75% of the base loan, usually added to the loan, and an annual premium. On a 30-year loan the annual premium is 0.55% with less than 5% down and 0.50% with more.

Fannie Mae's HomeReady allows down payments as low as 3% for low-income borrowers. Fannie Mae says its mortgage insurance can be canceled, with restrictions, and it has a lookup tool for the income limit in your area. If every borrower is a first-time buyer, one of you has to take a homeownership course.

Freddie Mac's Home Possible also starts at 3% down. Qualifying income is capped at 80% of the area median, and the loan can be up to 97% of the value. Mortgage insurance can be canceled once the balance drops below 80% of the appraised value and the other conditions are met.

Freddie Mac puts private mortgage insurance at roughly $30 to $70 a month per $100,000 borrowed. The example below uses the midpoint, $50. Your actual premium depends on your credit and down payment.

Oklahoma City and Tulsa County programs

City of Oklahoma City

The City of Oklahoma City uses federal HOME money for down payment and closing cost help. It's based on need, up to $18,000, plus up to $5,000 set aside to buy down the interest rate if that's what it takes to make the payment affordable. There's no first-time buyer requirement, but the house has to be inside the program boundaries. The city's guidelines have the map.

Your household income has to be at or under 80% of the area median. You put in at least 1% of the price yourself, and you take a free homebuyer education class first. The help is a deferred loan that's forgiven 1/120 each month over 10 years and 60 days. The 2025 guidelines also cap the price at 95% of median sales for Oklahoma City and rule out homes in FEMA 100-year flood zones.

Tulsa County

The Tulsa County Home Finance Authority's First Home Program pairs a 30-year fixed FHA, USDA-RD or VA loan with assistance of 3.5% of the note amount, up to $17,882. It's a 0% deferred second mortgage, forgiven after 5 years. Move out or refinance before then and it comes due.

You have to be a first-time buyer unless you buy in one of the program's targeted census tracts. Income limits are $102,335 for 1 or 2 people and $117,685 for 3 or more ($114,000 and $133,000 in targeted areas). The price can't be over $566,354 ($692,211 in targeted areas). The program asks for a FICO score of 620 or higher and homebuyer education before closing.

A $300,000 house in Oklahoma City, five ways

There's no official published rate for FHA, USDA, VA or conventional loans. Lenders set them. So those rows use Freddie Mac's 7.40% (week of Oct 8, 2026) as a stand-in. Your rate will be different. The OHFA row uses OHFA's posted GOLD Government rate.

On the OHFA loan, the 3.5% assistance on a $294,566.25 loan comes to $10,309.82. That covers all but $190.18 of the $10,500 down payment. It's a second mortgage, not a gift.

The USDA row assumes no down payment and the upfront fee added to the loan. We couldn't confirm either from a USDA page, so treat that row as a rough sketch. FHA's premium and USDA's annual fee are figured on the starting balance here, so later years run a little lower. Closing costs aren't included.
